OBJECTIVE: Following two randomized controlled trials that demonstrated reduced mortality and better neurological outcome in cardiac arrest patients, mild therapeutic hypothermia was implemented in many intensive care units. Up to now, no large observational studies have confirmed the beneficial effects of mild therapeutic hypothermia. DESIGN: Internet-based survey combined with a retrospective, observational study. PATIENTS: All patients admitted to an intensive care unit in The Netherlands after cardiac arrest from January 1, 1999 until January 1, 2009. DATA SOURCE: Dutch National (...) Intensive Care Evaluation database. METHODS: The moment of implementation of mild therapeutic hypothermia for each hospital participating in the Dutch National Intensive Care Evaluation database was determined with an Internet survey. To compare mortality before and after implementation of mild therapeutic hypothermia, the odds ratio adjusted for Simplified Acute Physiology Score II score, age, gender, propensity score, and in- or out-of-hospital cardiac arrest was calculated. Patients were excluded if 1) they were admitted to an intensive care unit that did not respond to the survey, 2) they were admitted within 3 months after implementation of mild therapeutic hypothermia, 3) they had a Glasgow Coma Scale score of >8, or 4) they did not satisfy the Simplified Acute Physiology Score II inclusion criteria. INTERVENTIONS: None. MEASUREMENTS AND MAIN RESULTS: A total of 13,962 patients were admitted to an intensive care unit following cardiac arrest. In total 8,645 patients were excluded, 5,544 because of a Glasgow Coma Scale score of >8. Of the resultant 5,317 patients, 1,547 patients were treated before and 3,770 patients after implementation of mild therapeutic hypothermia. Patients admitted after implementation of mild therapeutic hypothermia had lower minimal and maximal temperatures (p < .0001) during the first 24 hrs on the intensive care unit compared to patients admitted before implementation of mild therapeutic hypothermia. The adjusted odds ratio of the hospital mortality of patients treated after implementation of mild therapeutic hypothermia was 0.80 (95% confidence interval of 0.65-0.98, p = .029). CONCLUSION: The results of this retrospective, observational survey suggest that implementation of mild therapeutic hypothermia in Dutch intensive care units is associated with a 20% relative reduction of hospital mortality in cardiac arrest patients. To forgive a person for a wrong he has done has often been valued as morally good and as indicative of a benevolent and merciful character. But while forgiveness has been recognized as valuable its nature as a moral response has largely been ignored by modern moral philosophers who work outside the confines of a religious context. 1 Where it has been discussed, forgiveness has been thought particularly difficult to define, and some have thought the forgiving response paradoxical or even (...) impossible. I shall discuss some of these difficulties and suggest firstly that the value of forgiveness lies in the fact that it essentially requires a recognition of the wrongdoer's responsibility for his action, and secondly that forgiveness typically involves an effort on the part of the one wronged: a conscious attempt to improve oneself in relation to the wrongdoer. In 2017, Korean crisis escalated as Donald Trump began “war of words” with DPRK’s chairman Kim Jong-un. Each threat both leaders made might eventually be understood by the other party as a declaration of war. Donald Trump wanted to “clean up the mess” left by previous US administrations and solve the problem of North Korean nuclear program. However, his actions were inconsistent: he threatened in a very North Korean way “total destruction” only to emphasize later that it was (...) not a “preferred option.” This article explores how “war of words” was a significant cause of the escalation of the Korean crisis. Clinical Ethics Consultations are an important tool for physicians in solving difficult cases. They are extremely common in North America and to a lesser extent also present in Europe. However, there is little data on this practice in Poland. We present results of a survey of 521 physicians practising in Poland concerning their opinion on CECs and related practices. We analysed the data looking at such issues as CECs’ perceived availability, use of CECs, and perceived usefulness of such support. (...) Physicians in our study generally encounter hard ethics cases, even—surprisingly—those who do not work in hospitals. Most physicians have no CEC access, and those that do still do not employ CECs. However, physicians perceive this form of support as useful—even more so among actual users of CECs. We compared these findings with similar studies from other European countries and the North America. We point out peculiarities of our results as compared to those in other countries, with some possible explanations. We hope the results may encourage regulatory debate on the need to formally introduce CECs into the Polish healthcare system. (shrink)

The paper reports results of the very first survey-based study on the prevalence, frequency and nature of ethical or other non-medical difficulties faced by Polish physicians in their everyday clinical practice. The study involved 521 physicians of various medical specialties, practicing mainly in inpatient healthcare. The study showed that the majority of Polish physicians encounter ethical and other non-medical difficulties in making clinical decisions. However, they confront such difficulties less frequently than their foreign peers. Moreover, Polish doctors indicate different circumstances (...) as a source of the experienced problems. The difficulties most often reported relate to (i) patients (or their proxies) requests for medically non-indicated interventions; (ii) problems with communication with patients (or their proxies) due to the patients’ negative attitude, unwillingness to cooperate, or aggression; and (iii) various difficulties with obtaining informed consent. Polish physicians report difficulties associated with disagreements among care givers or scarcity of resources less frequently than doctors from other countries. The study’s findings provide support for the thesis that a significant portion of Polish physicians still follow a traditional, paternalistic, and hierarchical model of healthcare practice. Instead of promoting patient’s empowerment, engagement, and rights, they often consider these ideas as a threat to physicians’ professional authority and autonomy. The study leads to the conclusion that due to insufficient training in medical ethics, communication skills, and medical law, many Polish physicians lack the knowledge and competence necessary to adequately respond to challenges posed by modern healthcare practice. Celem artykułu jest przeanalizowanie specyficznego rozumienia współczesnego ateizmu, który 1) powstał we francuskim środowisku filozoficznym w XX i XXI wieku; 2) łączy w sobie krytykę religii (mniej czy bardziej radykalną) z pozytywną propozycją zastąpienia tradycyjnej duchowości religijnej duchowością ateistyczną. Celem badań nad taką duchowością jest weryfikacja następujących hipotez badawczych: 1) „nowa duchowość” jest propozycją alternatywną dla tradycyjnych „duchowości religijnych”, adresowaną do ludzi o przekonaniach ateistycznych; 2) nowa „świecka duchowość” w wielu aspektach jest zbieżna z duchowością religijną, zasadnicza różnica pojawia się (...) w kwestiach rozumienia nieśmiertelności człowieka i sposobu przezwyciężania lęku przed śmiercią; 3) „duchowość ateistyczna”, jako uzupełnienie krytyki postaw religijnych, może przyczynić się do konwersji osób tradycyjnie religijnych i przyjęcia przez nich duchowości, która nie odwołuje się do osobowej Transcendencji. French atheist sprituality The purpose of the article is the analysis of a specific understanding of contemporary atheism, which 1) arose in the French philosophical circles in the 20th and 21st century; 2) combines a critique of religion (more or less radical) with a positive proposal of replacing traditional religious spirituality with an atheist spirituality. The goal of this research is to verify the following hypotheses: 1) a “new spirituality” is an proposal alternative to traditional “religious spiritualities”, addressing atheits; 2) this new “secular spirituality” is in many aspects similar to religious spirituality, with its difference being the new ways of understanding immortality and the ways of overcoming the fear of death; 3) “atheist spirituality”, as a support for the criticque of religious positions, may encourage traditionally religious people to accept a spirituality that requires no relation to personalized Transcendence.Research will be conducted on the base of a critical analysis of the sources of four French thinkers: M. The aim of the article is presentation of some opinions of historians and philosophers of science about scientific doctrines of Charles Lyell (1797-1875) and the sources of these doctrines. Three main themes are discussed: 1. What was the real meaning of Lyell's uniformitarianism and which doctrine (catastrophism or directionalism) it was opposed to? 2. Which method of geological research was used and recommended by Lyell? 3. What relation connected Lyell's scientific doctrine with his religious and theological views?

The article is a commentary to Susan Haack’s The Whole Truth and Nothing but the Truth. It consists of two parts. In the first one some doubts about Haack’s conception of partiality of truth are formulated. However, Haack’s concept of truth is treated as one of the assumptions and not brought up for discussion. In the second part of the article a simple typology of possible sources of truth’s partiality in science is presented. The Polish economy has been transformed for more than three decades by diverse crises. The beginning of the changes was brought by the political transformation, which modified the model of the functioning of the State in almost all areas. To some extent, its continuation was the accession to the European Union, which opened not only markets for sales, labor, but also new sources of technological and scientific development. Economic development did not protect the economy from the negative effects of change, (...) which occurred in the form of rising public debt, unemployment rates and reduced spending on important public sectors. Sudden breakdowns, in turn, forced changes in social needs, as exemplified by the explosive demand for e-services during the covid-19 pandemic. The article analyzed selected indicators that allowed analysis of the degree of differentiation of socio-economic development in Poland against the background of crises. (shrink)

This paper has arisen directly from the authors’ experiences of leading professional development for teachers in Philosophy with Children (P4C), a well-established approach to teaching that seeks to foster philosophical questioning, critical thinking, reasoning and dialogue. The paper expresses deep concern about the anxiety shown by many teachers regarding discussion of controversial issues in the classroom, and some teachers’ avoidance of open-ended dialogue about works of children’s literature that might touch on taboo subjects. The authors suggest that this is indicative (...) of a desire for risk-free teaching and is a form of censorship that marginalises children and limits their learning and academic freedom. The exercise of such avoidance and control reduces the potential for schools to become more democratic institutions. Drawing directly on their practice of working philosophically with children in school, as well as on philosophical and other sources, the authors of the paper offer a range of arguments about the processes of education to support the case for challenging such forms of censorship and risk avoidance. The purpose of the present discussion is to present, reflect upon, and evaluate the effective legal regulations concerning the obligation to terminate a medical experiment. The considerations made herein aim at providing an answer to the question whether the aforesaid legal regulations are clear and sufficient. The said analysis is based on the following source: The Act of 5 December 1996 concerning the Professions of General Practitioner and Dental Practitioner. The regulations concerning the obligation to discontinue a medical experiment, (...) both by the will of the participant and on the physician’s initiative, are of great importance owing to the fact that they guarantee protection of the patients taking part in the experimental study. The provisions implicitly oblige the physician to monitor the patients’ state of health and conduct constant assessment whether or not further carrying on the experiment is expedient and admissible. The legal regulations effective in Poland are explicit and sufficient. Their wording does not raise any considerable reservations. As it appears, the legislature managed to work out appropriate rules so as to minimize the danger zone for the participants of clinical tests and at the same time implement a guarantee that participants’ rights shall be respected. In Polish historiography on radio in the Stalinist period, the official propaganda broadcast by Polish Radio is very often juxtaposed with the free and unbiased broadcasting of Radio Free Europe (RFE), which can create the impression that RFE was the only source of information in Poland and tends to diminish the importance of Polish Radio. In fact, both broadcasting institutions were crucial players in Cold War warfare, which was described by George F. Kennan in terms of Clausewitz's “fog of (...) war.” Indeed, both RFE and Polish Radio were listening to each other through the Iron Curtain because “white propaganda” (along with the intelligence obtained from political refugees) was one of the most important sources of information. The two broadcasting stations were more alike than we are willing to admit. For instance, the Polish section of RFE mimicked the post-war strategy of Polish Radio. While the latter pretended to be the continuation and successor of the pre-war institution, RFE's propaganda shaped the programme of Polish Radio for many years. Using this case study on RFE's attitude toward Poland's western borders along the Odra and Nysa Rivers, I show how these two opposing broadcasting stations functioned within an endless propaganda feedback loop. This article discusses the specificity of remote communication between state authorities and citizens as part of e-administration services. Attention was paid to the available technological tools used in state-citizen communication, but most of all, the focus was on the pragmatics of creating messages in the “digital office”. The aim of the present study was to identify the main linguistic and quasi-linguistic instruments that build the stylistic and pragmatic formula of e-administration in Poland. Encrypted in Derrida’s contribution to the Capri Seminar on Religion in 1994 are three retrievals: of his discussions of speech and of systems of inscription; of a concealment of splittings in the supposed continuities of traditions; and of a complicity between the operations of religion and those of a dissipation of the unities of science, Enlightenment, and knowledge, into proliferating autotelic tele-technologies. These retrievals take place between the lines of this discussion of faith, knowledge and religion, which arrives in two (...) halves, each in twenty-six sections. The first half arrives in italics, as spoken on the day, and ends by invoking Voltaire on toleration and a contrast between Christianity as Institution and Christianity as the legacy of Jesus and the Apostles. The second half, appended as a written supplement, with footnotes, is signed and dated April 26, 1995. Husserl’s epoche arrives as recurrent performance, challenging the unity of Heidegger’s Ereignis; contrasting modes for the arrival of futurity are invoked in a juxtaposition of the names: Kant, Hegel, Husserl, Heidegger, and Bergson, thus providing more than two sources for Derrida’s meditations on religion. ABSTRACTThe aim of this paper is twofold. Firstly, to examine questions about the role and responsibilities of transaction lawyers working in the financial sector that, it is argued here, deserve closer scrutiny than they have hitherto received since the banking and economic crisis of 2008. It considers the manner in which the conduct of such lawyers in the pre-crisis financial markets may have played a particular role in contributing to the sources of latent risk that bore systemic fruit in 2008. (...) It poses the question, ‘Could they have acted differently?’. The first section concludes that there are strong and persuasive arguments both for and against reorienting the responsibilities of the transaction lawyer to include some obligation to take account of the risk to the financial system which the transactions they are conducting for their clients may pose. The subject of this article is the problem of rights and freedom in Andrzej Frycz Modrzewski’s "Commentariorum de Republica emendanda libri quinque". It sets out to show how the author sets out the two categories and construes the relations between them. Initially, it aims to highlight the general sources of thinking about rights and freedom in Central Europe, while at the same time offering a broad profile of Modrzewski in the light of his epoch. The main part of the article (...) then presents a selection of ideas taken from his well-known work. It presents his conception of custom as the ground of law, and his furnishing of arguments for the existence of written laws. It distinguishes two criteria by means of which Modrzewski sought to evaluate laws: reason and justice. It outlines the negative aspects of certain acts, the worst of which is murder and its associated problems. His view concerning the incorrect treatment of serfs is also presented, together with his criteria for the selection of officials. This is followed by his innovatory project for reform of the judicial system, in which the key point is the establishment of permanent courts. Modrzewski’s attitude to the issue of freedom, with its distinction between inner and outer freedom, is then explored, emphasizing the inseparable character of the connection between the two concepts. In recent years, sport entities have begun to prioritise environmental sustainability initiatives in their business strategies with the aim of minimising their environmental impact and engaging stakeholders within the ES movement. There has been minimal academic consideration of the ES movement in professional sport, particularly outside of North America and Europe. The aim of the present study is to provide an overview of the type and profile of ES initiatives being undertaken and communicated to stakeholders in the Asia-Pacific region (...) by the industry bodies. Further, the study offers a conceptual model of the global-, country-, industry- and organisational-level forces impacting these sporting organisations’ ES practices. Various communication mediums of 114 professional sport teams from seven countries—Australia, India, New Zealand, Japan, China, Taiwan and Korea—were evaluated using content analysis. The results reveal low communication of ES practices by professional sport teams in the Asia-Pacific region compared to North America. Extended findings on the existing global profile of ES engagement provide a descriptive understanding of the ES movement in the Asia-Pacific region, and contribute to the identification of possible antecedents and correlatives to be evaluated in future research. When individuals learn from what others tell them, the information is subject to transmission error that does not arise in learning from direct experience. Yet evidence shows that humans consistently prefer this apparently more unreliable source of information. We examine the effect this preference has in cases where the information concerns a judgment on others’ behaviour and is used to establish cooperation in a society. We present a spatial model confirming that cooperation can be sustained by gossip containing a (...) high degree of uncertainty. Accuracy alone does not predict the value of information in evolutionary terms; relevance, the impact of information on behavioural outcomes, must also be considered. We then show that once relevance is incorporated as a criterion, second-hand information can no longer be discounted on the basis of its poor fidelity alone. Finally we show that the relative importance of accuracy and relevance depends on factors of life history and demography. (shrink)

It is the aim of this work to examine the pivotal role of Johann Joachim Winckelmann (1717-1768) as a judge of classical sculpture and as a major contributor to German art criticism. John Harry North seeks to identify the key features of his treatment of classical beauty, particularly in his famous descriptions of large-scale classical sculpture. Five case studies are offered to demonstrate the academic classicism that formed the core of his philosophy of art. North aims to establish (...) Winckelmann's place in the development of the German language. His prose contributed to a literary style that was suitable for the expression of an emotional response to visual experiences. His use of rhetoric in the assessment of classical art, however, make his judgements propagandist rather than analytical. The published works of Winckelmann, his draft essays and his collected private correspondence are advanced as criteria in the evaluation of his impact on the development of German classicism that culminated in the Weimar group of poets and writers. His Grecophile enthusiasm, however, led him to introduce stylistic categories in the development of classical marble sculpture that are no longer regarded as truly reflecting the evolution of Greco-Roman art. Thus his historicity and his classification of styles remain in doubt. Winckelmann proposed that the training of modern artists should concentrate on the observation and imitation of classical models instead of looking to nature as the source of inspiration. This plan succeeded to some extent in the generation that followed his untimely death. Throughout the succeeding century, artists and their sponsors did favour classical models and developed stylistic classicism in European freestanding sculpture, in painting and in architecture. This paper presents the benefits they can obtain business which aim to protect the environment. The environment protection has found its place and affects the process of systemic change of the Polish economy. This article assumes that building a competitive economy and enterprise development based on the principle of sustainable development requires the development of mechanisms for mutual benefits. These will be the economic mechanisms, technical and technological, and social. All these mechanisms are concentrated in clusters. Pursue sustainable development policies, (...) an emphasis on environmental protection will be the general element for them a competitive advantage. Sustainable development will in this case be both the agent and the goal of economic and entrepreneurship development. A growing body of research is exploring corporate communication in relation to corporate social responsibility (CSR) activities on social media (SM). Nonetheless, while these studies have shown that SM communication may be an effective tool for reaching and engaging various stakeholders, how the design of corporate CSR communication engenders trustworthiness has yet to be examined. To address this gap, we suggest that SM communication may include important signals related to trust; thus, we investigate whether companies use sources of trustworthiness (reputation, (...) performance, and appearance) while communicating with stakeholders and the response of the latter to such communication. Our empirical analysis is based on a database containing over 66,000 CSR-related messages from eight companies focusing on communication extracted from Twitter. These data are coded according to three sources of trustworthiness and two dimensions of CSR communication (social and environmental). Our findings indicate that all three attributes of trustworthiness are used by companies in their CSR social media communication. We also document how corporate efforts to use CSR communication that engenders trustworthiness influence stakeholder engagement. Our study therefore contributes to the literature on trust in relation to CSR by illustrating the importance of signaling that includes different sources of trustworthiness or their combination in corporate communication. By analyzing how the various trust attributes included in CSR communication affect SM reactions, we also identify which attributes lead to greater stakeholder engagement overall, particularly for the two analyzed dimensions of CSR communication. The aim of this research paper is to examine Latin in the context of legal translation between the Polish, English and French languages. Latin ap- pears in contemporary legal discourse in the form of maxims, short phrases and terms. Even though it constitutes an integral element of legal drafting, Latin often attracts little attention from legal translators. It is falsely assumed that Latin elements of the text do not require translation due to several miscon- ceptions related to the Latin language. (...) Firstly, Latin is generally perceived as a global language with no local variations in form. Secondly, Latin is believed to be the universal point of reference in international communication. Thirdly, Latin legal phrases or maxims are thought to originate solely from Roman law, thus they express only Roman legal thought. In the first part of the paper we will address the above issues. To this end, we will briefly discuss the historical presence of Latin in the European lin- guistic context. We will then present the results of our research into the use of Latinisms in the Polish, French and English legal systems. The subject of our research was a set of twenty Latin maxims and phrases that frequently appear in the decisions of the Polish courts. During the first stage of the analysis, the items in question were verified in Legalis. The second stage of the research involved the consultation of monolingual dictionaries of French and English legal language to verify the universal charac- ter of the analyzed Latinisms. During the third stage of the analysis, we looked at the practical use of Latinisms in online databases of legal texts. Archive Materials of Mieczysław Wallis are in the collection of Combined Libraries of Philosophy and Sociology Faculties of the University of Warsaw, the Institute of Philosophy and Sociology of the Polish Academy of Science and the Polish Philosophical Society. There are two files devoted to Henryk Elzenberg. They contain a rich historical material, not published before and not known to many people. It is a valuable source of knowledge in the field of the history of Polish philosophy. Wallis’s notes (...) provide a lot of unique informations both on Elzenberg’s private life and also his activity in the scientific community. Furthermore, they present his philosophical concepts, as well as his motions of life and adversities he had to cope with. M. Wallis’s memoirs are an unusual record of the friendship and scientific co-operation of the two scholars that lasted for a few decades. Wallis’s work creates also an intellectual testimony of the epoch, in which they both lived and worked. (shrink)

The paper scrutinizes the literary output of George Moore with reference to the expectations of the new generation of Irish writers emerging at the beginning of the twentieth century. Although George Moore is considered to belong to the Anglo-Irish ascendancy writers, he began his writing career from dissociating himself from the literary achievements of his own social class. His infatuation with the ideals of the Gaelic League not only brought him back to Dublin, but also encouraged him to write short (...) stories analogous to famous Ivan Turgenev’s The Sportsman’s Sketches. The idea of using a Russian writer as a role model went along with the Gaelic League advocating the reading of non-English European literature in search for inspiration. However the poet’s involvement in the public cause did not last long. His critical view on Ireland together with his uncompromising approach towards literature resulted in a final disillusionment with the movement. The paper focuses on this particular period of Moore’s life in order to show how this seemingly unfruitful cooperation became essential for the development of Irish literature in the twentieth century. The Untilled Field, though not translated into Irish, still marks the beginning of a new genre into Irish literature—a short story. More importantly, the collection served as a source of inspiration for Joyce’s Dubliners. These and other aspects of Moore’s literary life are supposed to draw attention to the complexity of the writer’s literary output and his underplayed role in the construction of the literary Irish identity. Economic theory is built on assumptions about human behavior – assumptions which are embodied in rational choice theory. Underlying those assumptions are implicit notions about how the mind works. Until recently economists have not self‐consciously examined those implicit notions, but recent work in economics and particularly game theory has forced economists to explore the sources of the beliefs that underlie economic choices and therefore to build a bridge between cognitive science and economics. The author analyzes the successful strategy of overcoming financial breakdown in the case study of Iceland. The aim of the article is to verify a hypothesis that the Icelandic model could become a panacea for future crises? A document analysis method is applied to present essential indicators such as GDP and trade balance. With the use of a source analysis method, the collapse of the financial sector is determined as the main cause of the slump. The systematization of crisis (...) events is introduced and deepened by the social and political situation. Changes in the state’s condition after the crash are provided and future forecasts about economic development are discussed. As a summing up, the author disapproves of the hypothesis that the Icelandic model of overcoming the financial breakdown as a panacea for future crises, pointing out that it is only applicable for specific cases and cannot be seen as a magical remedy for every kind of crisis. In this paper, we explore interaction history as a particular source of pressure for achieving emergent compositional communication in multi-agent systems. We propose a training regime implementing template transfer, the idea of carrying over learned biases across contexts. In the presented method, a sender-receiver dyad is first trained with a disentangled pair of objectives, and then the receiver is transferred to train a new sender with a standard objective. Unlike other methods, the template transfer approach does not require imposing (...) inductive biases on the architecture of the agents. We experimentally show the emergence of compositional communication using topographical similarity, zero-shot generalization and context-independence as evaluation metrics. The presented approach is connected to an important line of work in semiotics and developmental psycholinguistics: it supports a conjecture that compositional communication is scaffolded on simpler communication protocols. Stroke survivors undergo a thorough cognitive diagnosis that often involves administration of multiple standardized tests. However, patient’s narrative discourse can provide clinicians with additional knowledge on patient’s subjective experience of illness, attitude toward current situation, and motivation for treatment. We evaluated the methods of analyzing thematic content and story types in relationship to cognitive impairment in stroke survivors with no aphasia. Cognitive impairment was evaluated in comparison to a group of 25 patients with orthopaedic injury not involving the brain. Our (...) findings primarily show that higher elaboration on own cognitive problems, physical ailments or coping strategies in LHD patients and cognitive problems, emotional issues and circumstances of illness onset in RHD patients is related to deficits in executive functions and retrieval of information from memory. Furthermore, RHD patients who use more chaos story type show lower executive functioning. However, these results did not survive the significance threshold of p < 0.05 after Bonferroni adjustment for multiple comparisons. In conclusion, this study provides preliminary evidence that stroke survivor’s narrative can constitute an additional source of clinically-relevant information regarding patient’s experience of illness and attitude toward recovery. This knowledge can aid clinicians and nurses in everyday interactions with the patients and support individualized strategy to treatment. Still, the current results need be confirmed with future studies in a larger cohort of stroke patients. (shrink)

The target article highlights the sources of open-endedness of human communication. However, the authors' perspective does not account for the structure of particular communication systems. To this end, we extend the authors' perspective, in the spirit of evolutionary extended synthesis, with a detailed account of the sources of constraints imposed upon expression in the course of child development.

This paper focuses on the relationship between journalism and right wing populist discourses in the context of broadcast news interviews. We analyse a specific feature of question design in which the public is invoked as a source of opinionated positions in adversarial interviewing. Analysing data from a range of socio-political contexts, we identify a shift in adversarial questioning along a scale of ‘soft’ populism, that is the attribution of views and concerns to a generic public ‘in crisis’, to ‘hard’ (...) populism, where interviewers construct hypothetical scenarios in which populist positions are attributed to ‘some people’. We argue that the democratic role of journalists as public watchdogs, holding politicians and public figures accountable on behalf of the public, is challenged by this normalisation of populist moral order discourses in a routine journalistic practice, both drawing on and contributing to the propagation of populist agendas and anti-democratic populist rhetoric. The growth of esports as a recognized, organized, competitive activity in North America and Europe has evolved steadily from one of the most prominent sport industries in several Asian countries. Esports, which is still pursuing a widely accepted governance structure, has struggled to control the factors that typically act as a breeding ground for sport corruption. Within the esports industry, there is alleged widespread use of both prescription and off-label use of stimulants, such as modafinil, methylphenidate, and dextroamphetamine. Anti-doping (...) policy implementation in this environment may result in either the abuse of the Therapeutic Use Exemptions system or excluding too many competitors who have a legitimate need for these medications. In this paper, we contextualize esports and substance use within this emerging industry. ABSTRACT:In 1740, Joanna Stephens (fl. 1720–1741) produced a recipe for a tonic that she claimed cured bladder stones. Although she had the support of some notable and powerful men in the medical community and empirical evidence that her tonic worked, it took two years of petitioning, discussing, and even (unsuccessfully) crowd-sourcing before Parliament relented and awarded her the sum she requested to take her tonic public. Stephens’s interaction with the scientific community serves as a case study for how epistemic (...) credibility shapes how communities hear, interpret, and react to testimonies of knowledge claims from marginalized community members. Stephens’s position as an outsider, both qua woman and qua experimentalist, meant that she was effectively and almost immediately written out of her own story by learned and powerful men with who had both vested interests in the cure for the stone and epistemic prejudices that made it impossible for them to hear Stephens’s claim that she had made a discovery. Local governance in developing countries demonstrates many problems related to financial sources and good governance of their finances. Local Self-Government (LSG) units in the Republic of North Macedonia are very small which results in a lack of capabilities to raise enough funds to offer delegated services. The local government in the Republic of North Macedonia centralizes almost all public finance. Local budgets depend heavily on state transfers and donations from the central budget. The lack of funds remained a (...) crucial problem even though there were some attempts for the decentralization process. Practically, governments in many of the local governments in North Macedonia could not secure their resources. In this way, they could come with specific charges, but all taxes are decided by the central government. The practice showed that local governments before borrowing needs to be approved by the Ministry of Finance. The Republic of North Macedonia as a potential candidate to join the European Union should make several changes regarding the legislation during the process of accession to benefit from being a small candidate country. The main aim of this paper is to investigate alternative financial sources such are Municipal Bonds, Partnership Sukuk securities, and PPP. Unfortunately, many financial alternatives have not been able to be implemented due to failures in reforms and good financial governance. But they remain an open opportunity for developing a local government in the future. (shrink)

I assume that nobody will swear from that fact alone that we have here an allusion to Hamlet's line that he is but mad north-northwest; even considering that Hamlet's line occurs as the players are about to enter and that North by Northwest is notable, even within the oeuvre of a director pervaded by images and thoughts of the theater and of theatricality, for its obsession with the idea of (...) acting; and considering that both the play and the film contain plays-within-the-play in both of which someone is killed, both being constructed to catch the conscience of the one for whose benefit they are put on. But there are plenty of further facts. The film opens with an ageless male identifying himself first of all as a son. He speaks of his efforts to keep the smell of liquor on his breath from the watchful nose of his mother, and he comes to the attention of his enemies because of an unresolved anxiety about getting a message to his mother, whereupon he is taken to a mansion in which his abductor has usurped another man's house and name and has, it turns out, cast his own sister as his wife. The abductor orders the son killed by forcing liquid into him. It is perhaps part of the picture that the usurper is eager to get to his dinner guests and that there is too much competitive or forced drinking of liquor. Nor, again, will anyone swear that it is significant that the abductor-usurper's henchmen are a pair of men with funny, if any, names and a single man who stands in a special relationship with the usurper and has a kind of sibling rivalry with the young woman that this son, our hero, will become attracted to and repelled by. These are shadowy matters, and it is too soon to speak of "allusions" or of any other very definite relation to a so-called source. ABSTRACT Most pharmaceutical research carried out today is focused on the treatment and management of the lifestyle diseases of the developed world. Diseases that affect mainly poor people are neglected in research advancements in treatment because they cannot generate large financial returns on research and development costs. Benefit sharing arrangements for the use of indigenous resources and genetic research could only marginally address this gap in research and development in diseases that affect the poor. Benefit sharing as a strategy is (...) conceptually problematic, even if one, as we do, agrees that impoverished indigenous communities should not be exploited and that they should be assisted in improving their living conditions. The accepted concept of intellectual property protection envisages clearly defined originators and owners of knowledge, whereas the concept of community membership is fluid and indigenous knowledge is, by its very nature, open, with the originator(s) lost in the mists of time. The delineation of ‘community’ presents serious conceptual and practical difficulties as few communities form discrete, easily discernable groups, and most have problematic leadership structures. Benefit sharing is no substitute for governments’ responsibility to uplift impoverished communities. Benefit sharing arrangements may be fraught with difficulties but considerations of respect and equity demand that prior informed consent and consultation around commercialisation of knowledge take place with the source community and their government.1.
